Honesty rulePick the level that describes what is verifiable today, not what is in progress. When hesitating between two levels, take the lower one.

Written versus provenA written apparatus is worth level 3 at most. Levels 4 and 5 are earned through dated traces: a logged refusal, a changelog amendment, a tested handover.

Audit modeIn due diligence or a board review, any level of 3 or above is established on evidence, never on declaration.
